CLNA Guidance

CLNA Workbook

First-time applicants and returning applicants that did not apply for funding in the 2025-26 program year must contact the Office of Career and Technical Education (CTE) at 518-486-1547 to confirm eligibility prior to applying for the 2026-27 program year. 

First-time Applicants: 
Both first time and returning applicants that did not apply for funding in the 2025-26 program year, with an individual allocation of or greater than $15,000 and whose programs meet the Perkins V definitions of size, scope, and quality as verified in the Student Information Repository (SIRS-305 report) at the time of application, must submit a letter of intent to apply by March 15, 2026, to both the fiscal agent of the consortium joined in the prior year and to the Office of CTE. A PDF copy of the original letter should be sent to the Office of CTE. A completed Comprehensive Local Needs Assessment (CLNA) is then due to the Office CTE by April 1, 2026. 

Returning Applicants:
Any LEA or BOCES that continues to be eligible as a Perkins applicant should submit a CLNA in preparation for the 2026-27 Perkins application. The CLNA workbook on the Office of CTE webpage should be used. The CLNA must be submitted to the Office of CTE no later than April 1, 2026.

CLNA Data Sources

  • Perkins applicants will use the 2025-26 CLNA posted on our website, to complete the 2025-26 Comprehensive Local Needs Assessment process. The results of this assessment process, which will be based on 2024-25 school year data accessible through the SIRS-345 report, will be used to complete the 2026-27 Perkins application. The SIRS-345 report is a graduation cohort report showing the performance of students enrolled in NYSED-approved CTE programs. The CLNA process should also make use of the SIRS-305 report which shows NYSED-approved CTE programs enrollment data for grades 9-12. These reports can be accessed through the Level 2 Reporting (L2RPT) System/Cognos server. Current school year (2025-26) enrollment data should be used to verify size of the programs being evaluated in the CLNA. Current program service records should be uploaded to SIRS by April 1, 2026, in order for the Office of CTE to verify program size, and then reviewed and updated at the conclusion of the school year. 
  • L2RPT reports are generated in a Cognos reporting application environment, each hosted independently by RIC/Big 5 Level 1 data centers (or other hosting site) on their own servers. For specific information about how to access your local/regional L2RPT environment, or if you have trouble accessing your reports or need guidance, please contact the appropriate L2RPT support contacts at your Level 1 data center or host site.
