Pre-Screened External Organizations List (updated 5/7/2024)

According to Every Student Succeeds Act (ESSA), Title IV, Part B, 21st Century Community Learning Centers (21st CCLC), the New York State Department of Education (NYSED) is required to provide a list of prescreened external organizations.

The term "external organization" is defined, by ESSA, Section 4201, as: "(A) a nonprofit organization with a record of success in running or working with before and afterschool (or summer recess) programs and activities; or (B) in the case of a community where there is no such organization, a nonprofit organization in the community that enters into a written agreement or partnership with an organization described in subparagraph (A) to receive mentoring and guidance in running or working with before and after school (or summer recess) programs and activities."

In response, the NYSED releases the opportunity for non-profit organizations in New York State to submit an External Organization Profile. To meet the requirements for a minimum record of success, any organization submitting a Profile must:

  • Have a minimum of five years of experience operating or delivering services to out-of-school time programs in New York State; and
  • Be qualified on Grants Gateway by March 31st of each year.

If your organization meets the record of success requirements, you are eligible to complete and submit the Profile between Jan 1st and March 1st of each year. If you are currently on the Pre-screened External Organization list (see above), check your expiration date. Organizations are active for three years without the need to reapply each year. Your pre-qualification on Grants Gateway must be active by March 31st of that applying year in order to qualify.

Your profile is considered incomplete without attaining an approved pre-qualified Status on Grants Gateway by March 31st of the year of submission. NYSED will verify your pre-qualification status. The next opportunity to submit will be January 1st of the upcoming year.

  • Any external organization that meets the criteria outlined above, completes all sections in the Profile and submits by the deadline, will be included on the pre-screened external organization list. The list will be maintained by the NYSED. If all application requirements are met satisfactorily, your profile will be active for three years.
  • No funding is directly associated with this application for inclusion on the eligible provider list. The NYSED will not be providing funding to external organizations and the completion of this application WILL NOT RESULT IN A CONTRACT WITH THE NYSED or any grantees. The NYSED reserves the right to omit any organization from the list for failure to complete the Profile in its entirety.
  • The NYSED reserves the right to remove an organization from the list when it fails to meet the minimum record of success as previously described.
  • Subsequent to Profile submission, all information submitted by an external organization in response to the Profile solicitation is considered public information, except as may be exempted from public disclosure by the Public Officers Law 87 (2)-NY Pub Off L § 87 (2).

Note: NYSED's inclusion of an organization on the eligible provider list is not an endorsement of the organization, nor is it a certification of the quality of activities provided by the organizations, nor is there a requirement that grantees choose a vendor from this list.
