Commissioner’s Regulations §100.19 requires Schools under Receivership to make Demonstrable Improvement (DI) on indicators jointly selected by the New York State Education Department and the district.

What are DI Indicators?

 DI Indicators are specific, measurable benchmarks, established collaboratively by NYSED and the district, that are used to assess whether schools participating in the Receivership support model have made sufficient progress. DIIs provide Schools under Receivership with incremental targets that must be met each year, at minimum, in order to exit the Comprehensive Support and Improvement (CSI) designation.

What Does it Mean When Our School Makes DI Progress?

While achieving a combined minimum threshold of targets each year is necessary to meet the requirements of Receivership law and regulation and demonstrates progress has been made in the areas where targets have been met or exceeded, schools can only exit Receivership by exiting the CSI designation. 

Therefore, making DI shows progress toward exiting the CSI support model, but it does not automatically result in a school’s exit from Receivership. To exit Receivership, a school must meet the exit criteria to exit the CSI support model.

How are DI Indicators Selected and Developed?

For each school, a total of 10 DI Indicators will be assigned by NYSED or selected by the school through a collaborative process between the State and district.

  • Assigned Indicators include any ESSA-based indicators that resulted in the school's CSI identification for the All-Students group.
  • Selected Indicators include those that are selected by the school based on the needs assessment process and include those pertaining to subgroup performance, non-ESSA-based indicators for the All-Students group, and/or locally developed indicators.

Once assigned or selected, Annual Progress Targets are established using school and district data, defining rigorous yet achievable benchmarks for progress for each DI Indicator.

What Support Do School Receive to Work Toward DI Targets?

To support this work, Schools under Receivership participate in a Performance Management process and receive technical assistance through the Receivership support model and are also eligible for targeted funding to facilitate school improvement efforts.
