Receivership Supports and Structures

The Office of Innovation and School Reform (OISR) provides supports, resources, and targeted technical assistance through the Receivership Support Model. Centered through the Four Core Dimensions of Continuous Improvement, supports are organized around the implementation of Lead Strategies and the systems and/or structures identified in the school's Continuation Plan to support those strategies in order to to meet the school’s Demonstrable Improvement (DI) Indicator targets.  

Receivership Supports and Structures

In partnership with the OISR and district, each school under Receivership engages in a continuous improvement process that will lead to increased achievement and improved learning experience through sustainable systems and structures using the following supports:

  • Needs Assessment and Continuation Plan Development- Each school develops a Continuation Plan that serves as a comprehensive improvement plan that is informed by a Needs Assessment, guided by Lead Strategies, and progress monitored by DI Indicators.
  • Performance Management and Technical Review Process-This includes direct support provided by an OISR Liaison through a minimum of two on-site Technical Assistance Support and Collaborative Review Sessions, two Virtual Reflective Review Sessions, and the submission of four Quarterly Reports, per Commissioner’s Regulations §100.19. The following resources provide additional information about the Technical Assistance and Collaborative Review process conducted by OISR:
  • School Support Partners- Collaborative partners who provide coaching and support to the school building leader to monitor the progress of Continuation Plan implementation by building their capacity to strengthen school level systems and structures, and implement effective lead improvement strategies.
  • DI Indicators- Specific specific, measurable benchmarks established collaboratively with NYSED and the district that are used to assess whether schools participating in the Receivership support model have made sufficient progress.
  • Superintendent Receiver- The Superintendent of the district is granted expanded authority to implement rapid change intended to improve student outcomes.
  • Community Engagement Team- A representative body comprised of school, family, and community partners that provided input on the school's improvement process.
  • School Improvement Grants- Allocated funds for implementing targeted improvement strategies.
