State Teacher, Educational Leader, or Pupil Personnel Services Program Registration and Accreditation

Program Registration

All programs leading to certification for State Teacher, Educational Leader or Pupil Personnel Services must be reviewed and registered by the Office of College and University Evaluation before they are publicized or recruit or enroll candidates.  Institutions wishing to change registered programs leading to certification for State Teacher, Educational Leader or Pupil Personnel Services must seek and receive approval.

Program Accreditation

Programs leading to certification as a Teacher, Educational Leader or School Counselor are required to be accredited within seven years of their initial registration and remain continuously accredited thereafter.  Programs must be accredited by either (i) an acceptable professional education accrediting association, meaning an organization that is approved by the department and is recognized by the United States Department of Education or the Council for Higher Education Accreditation; or (ii) a professional education accrediting association acceptable to the department that is seeking recognition from the Council for Higher Education Accreditation (CHEA) or the United States Department of Education. (USDE) (8 NYCRR 52.21(b)(2)(iv)(c)(2))

The Council for the Accreditation of Educator Preparation (CAEP) and the Association for Advancing Quality in Educator Preparation (AAQEP) are currently two acceptable professional education accrediting associations.   NYSED has State Partnership agreements with CAEP and AAQEP. (For some specific programs, NYSED also accepts other specialized programmatic accreditors that are recognized by CHEA or USDE.)

Register or Change a Program to Prepare Candidates for State Teacher, Educational Leader, or Pupil Personnel Services Certification

The applications and change forms found in the chart below are limited to proposals for program designed to prepare candidates for State Teacher, Educational Leader, or Pupil Personnel Services Certification only. SUNY and CUNY institutions should consult with their respective system administration contacts.

Application Materials

Institutions that Hold an Absolute Charter or Permanent Degree Authority

Propose a New Teacher Certification Program:

  • Preparing candidates for Initial certification
  • Preparing candidates for Initial/Professional certification

Please note: this does not include Transitional B or C programs.

Institutions with provisional charter or provisional degree authority contact OCUEinfo@nysed.gov to request the appropriate application.

Required:

  1. Application form: New Teacher I/IP-Attest

Propose a New Teacher Certification program - Professional or Transitional:

  • Preparing candidates for Professional certification
  • Preparing candidates for Transitional B (alternative) certification
  • Preparing candidates for Transitional C (alternative) Certification

  1. Application form: New Teacher--Professional Certification, Transitional B, Transitional C 
  2. Signature document

Propose a New Educational Leader Program:

  • Preparing candidates for initial/professional or professional certification

Propose a New School Psychologist or Provisional or Permanent PPS Bilingual Education Extension Program:

Distance Education

Colleges and universities located in or operating in New York State that offers degree or certificate programs in which a major portion (i.e., 50 percent or more) of the requirements can be completed through study delivered by distance education must have those programs registered in the distance education format.

Master Plan Amendment (MPA)

When an institution seeks to expand its academic mission (e.g., by offering a degree at a new level of study or in a new disciplinary area), it must submit a master plan amendment application for review and approval by the Board of Regents.

External Review Report

An external review of the proposed program is required if the program is a graduate degree program; or if the program's subject matter represents a new or emerging field; or if the external review is requested by the Department.
