NYS Learning Standards for Languages Other Than English (1996)
In 1986, the New York State Education Department had adopted Modern Languages for Communication. This document was redefined as the NYS Learning Standards for Languages Other Than English (LOTE) as part of the NYS Compact for Learning initiative in 1996.
These standards are being phased out as the NYS Learning Standards for World Languages (2021) are phased in. In 2025-26, the LOTE (1996) standards apply only to the second year of Checkpoint B and both years of Checkpoint C. In 2026-27, the 1996 LOTE standards apply only to Checkpoint C. Starting in September of 2028, the 1996 LOTE standards will be completely phased out and all NYS schools will use the NYS Learning Standards for World Languages (2021) for all levels K-12.
Below are three reference documents from the 1996 standards. These are provided for historical purposes. When developing curricula, units, lessons, and assessments, educators should use the NYS Learning Standards for World Languages (2021) and associated resources according to the implementation timeline.
