OFP’s Notable 2025 NYS Code Changes for Educational Facilities

In preparation for the 2025 New York State Code updates, effective December 31, 2025, the Office of Facilities Planning has developed a Notable 2025 Code Changes List to assist design professionals in understanding the most significant updates affecting the design and construction of NYS P–12 school buildings.

This resource outlines key differences between the 2020 and 2025 NYS codes, emphasizing areas that may have the greatest impact on project planning and compliance.

Among the most notable updates are expanded energy code requirements, which introduce a significant number of new considerations for both new construction and the alteration of existing buildings. The upcoming All-Electric Building Mandate, also effective December 31, 2025, will impose further requirements for the design of new school facilities.
