Reimagine Phase Amendments to Every Student Succeeds Act (ESSA) Accountability System and Commissioner’s Regulations Permanently Approved by New York State Board of Regents
- On June 10, 2025, the Board of Regents took permanent action to approve amendments to Sections 100.19 and 100.21 of Commissioner’s Regulations that enact the federally approved amendments to the New York State accountability system under ESSA beginning in the 2025-26 school year based on 2024-25 school year results.
- The Reimagine Phase accountability system features:
- a new Attendance indicator, which replaces the Chronic Absenteeism indicator at the elementary/middle and high school levels;
- the reintroduction of the elementary/middle level Student Growth and high school level College, Career, and Civic Readiness (CCCR) accountability indicators;
- changes to accountability indicator calculation methodology; and
- revised support model identification and exit criteria.
- To further support districts, schools, and charter schools in understanding the revised accountability system that will take effect in the 2025-26 school year with continuous improvement planning, the Department has developed and released variety of resources and materials on the NYSED School and District Accountability Resources and Data webpage, including:
- fact sheets;
- webinars;
- static cut points for the Core Subject Performance and Attendance accountability indicators; and
- Statewide Measures of Interim Progress and Long-Term Goals for Weighted Average Achievement (inclusive of English Language Arts and Mathematics), Graduation Rate and English Language Proficiency
