State Growth Measures Toolkits

Resources for teachers, administrators, parents and general public, and professional developers and technical users have been developed to support the interpretation and use of New York State-provided growth scores starting with the 2018-19 school year. In each section below, you will find supporting resources for each audience.

Overview of State-Provided Growth Scores
As part of the Annual Professional Performance Review (APPR) process pursuant to Education Law §3012-d, New York State teachers of mathematics and English language arts (ELA) in grades 4–8 and their principals, as well as principals with grades 9-12 (all grades), will receive state-provided growth scores based on 2017-18 State tests for informational purposes only. Pursuant to Chapter 59 of the Laws of 2019, which amended the Student Performance Category requirements of Education Law §3012-d, these scores should not be used for APPR purposes.
