State's East Ramapo Monitors Provide Update On District's Continued Academic & Fiscal Progress

Monitors Recommend $3 Million in State Aid to the School District

Monitors Echo Board of Regents and Department’s Call for Continued Monitoring

State Monitors of the East Ramapo Central School District recommended continuing $3 million in supplemental state aid for the District in a report released today.  The Monitors also echoed the call made by the Board of Regents and State Education Department in December for fiscal support for continued state monitoring at the District in the 2017-18 school year.

"Our state monitors are working with the East Ramapo Central School District to address its fiscal challenges and improve academic programs,” Board of Regents Chancellor Betty A. Rosa said.  “The State has a duty not to turn its back on the children of East Ramapo and must continue to ensure all students receive the education they deserve.”

“Working with District officials, the State Monitors are helping to right the ship in the East Ramapo Central School District,” State Education Commissioner MaryEllen Elia said.  “The Monitors have spent the last several months overseeing the development and implementation of the long-term strategic academic and fiscal improvement plans.  Now, we must let their important work continue in the next school year to ensure every child in the East Ramapo community is provided with academic opportunities.”

“We have met with more than 100 teachers, parents, administrators and community members to listen to their concerns as we work to turn things around both financially and academically at the District,” said State Monitor Charles A. Szuberla, Jr.  “We are seeing real change in the District to address these concerns.  It is vital that these changes are allowed to continue in the next school year without imperiling the District’s fiscal integrity.”

In their report, Monitors Charles A. Szuberla, Jr. and Dr. John W. Sipple recommend the continuation of $3 million in supplemental aid granted by the State Legislature in 2016.  The Monitors found that without continuation of the $3 million in supplemental aid, the District does not have the fiscal capacity to maintain both full-day Kindergarten for all students and the recent partial restoration of elementary arts programs.  In their report, the Monitors strongly recommend against using the District’s current fund balance to support program restorations because the fund balance is less than two percent of the general fund budget.  Use of the fund balance would exhaust the District’s fund balance and leave the District with very limited capacity to address unforeseen fiscal challenges.

The Monitors also recommend that the Commissioner continue to use existing authority to ensure that the District has ongoing, on-the-ground support to ensure that the District’s recent gains are not lost and that progress continues to be made through continued monitoring.  The Board of Regents also requested the continuation of funding for the Monitors in its 2017 Budget & Legislative priorities in December.  The Regents and the Department have taken an active role in East Ramapo to help improve the District’s finances, academics and community engagement efforts.  The report notes that with the involvement of Monitors during the past three years, the District has begun to turn around and that it is imperative that funding is provided to continue to build on this momentum. 

Commissioner Elia appointed Szuberla and reappointed Dr. Sipple as State Monitors in August 2016.  Pursuant to legislation enacted in June, Szuberla and Sipple have monitored District operations, including fiscal and operational management and educational programming.  They also have provided guidance, recommendations and proposed actions to the District and State Education Department for improvements to ensure that students have access to appropriate programs and services and that the District is on a path to fiscal and programmatic stability.

The Monitors’ report provides an update on the concerns voiced by the community and the development of the fiscal and academic improvement plans.  The Monitors will continue to collaborate with Department and District staff to further the progress being made. En un informe publicado en el día de la fecha, los Supervisores del Estado a cargo del Distrito Escolar de East Ramapo Central (East Ramapo Central School District) recomendaron continuar con la ayuda estatal complementaria por $3 millones para el Distrito. Los Supervisores también se hicieron eco del pedido realizado en diciembre por el Consejo de Regentes (Board of Regents) y el Departamento de Educación del Estado (State Education Department) en el que se solicitó la continuación de la ayuda estatal en el Distrito para el año escolar 2017-2018.

“Nuestos Supervisores del estado están trabajando con East Ramapo Central School District para resolver los desafíos fiscales y mejorar los programas académicos”, expresó la directora de Board of Regents, Betty A. En el informe, los Supervisores Charles A. Szuberla, Jr. y el Dr. John W. Sipple recomiendan la continuación de la ayuda complementaria por $3 millones otorgada por la Asamblea Legislativa del Estado en 2016. Los Supervisores hallaron que, sin la continuación de dicho subsidio, el Distrito no posee la capacidad fiscal de mantener el jardín de infantes de jornada completa para todos los estudiantes y el reciente restablecimiento parcial de los programas de arte para escuelas primarias. En su informe, los Supervisores recomiendan firmemente que no se utilice el saldo de fondos actual del Distrito para financiar restablecimientos de programas debido a que el saldo de fondos es inferior al dos por ciento del presupuesto del fondo general. El uso de este saldo agotaría el saldo de fondos del Distrito y lo dejaría con una capacidad muy limitada para abordar dificultades fiscales imprevistas.

Los Supervisores también recomiendan que la comisionada siga ejerciendo la autoridad actual para asegurar que el Distrito tenga un apoyo continuo y en la práctica a fin de garantizar que las ganancias recientes del Distrito no se pierdan y que se pueda continuar con el progreso a través de la supervisión continua. En diciembre, el Consejo de Regentes también solicitó la continuación del financiamiento para los Supervisores en sus prioridades de presupuesto y legislativas para  2017. Los Regentes y el Departamento han tenido una participación activa en East Ramapo a fin de ayudar a mejorar los esfuerzos relacionados con las finanzas, las actividades académicas y la participación comunitaria. En el informe se indica que, con la participación de los Supervisores en los últimos tres años, el Distrito ha comenzado a cambiar y que es fundamental que se otorgue financiamiento para seguir contribuyendo a este impulso.
