Commissioner Mills Names 15 New SURR Schools, Announces 5 Others To Close
Seven SURR Schools Improve Enough To Come Off The List Eight Current SURR Schools To Close
State Education Commissioner Richard Mills today placed 15 Schools Under Registration Review SURR and reached agreements with New York City and Poughkeepsie to phase out and close five schools that otherwise would have been named to the SURR list.
In addition, seven schools have improved enough to come off the SURR list. And eight current (SURR) schools will be phased out and closed.
These actions bring the total number of Schools Under Registration Review to 68 statewide, 32 of them in New York City.
Of the new schools placed under registration review this school year, six are in New York City, four in Rochester, two in Syracuse and one each in Albany, Buffalo and Mount Vernon. Of the seven removed schools, four are in New York City, and one each in Buffalo, Syracuse and Wyandanch.
Commissioner Mills said, “The smaller number of schools this year reflects in part the significant improvement of many schools in grade 3-8 English and math. We will now work with each of the new SURR schools to help them raise student achievement.”
The Commissioner announced that he has reached agreements with the Chancellor of the New York City public schools and the superintendents of the Buffalo and Yonkers School Districts to phase out a total of eight current SURR schools (five in NYC, two in Buffalo and one in Yonkers).
Five schools that would have been placed on the SURR list will be closed, four in New York City and one in Poughkeepsie.
Last year, the cutpoints for SURR identification were raised by eight points on the School Performance Index for Grade 3-8 English and high school English and math. The cutpoint for Grade 3-8 math was not raised because to do so would have required that the cutpoint be set higher than the NCLB goal that is used to determine whether a school has made Adequate Yearly Progress. However, many of the lowest performing schools in the State showed strong gains in performance last year. Therefore, the number of schools farthest from State standards declined from 05-06 to 06-07 despite the increase in the cutpoints. This, combined with the aggressive efforts of some districts to close low-performing schools, resulted in fewer schools being identified for registration review this year.
Since 1989, 308 schools have been identified for registration review. Of these, 204 have been removed because of improving academic performance, including 112 that have been removed since 2001. An additional 60 schools that did not meet their performance targets have been closed by school districts, including five last year.
The level of achievement that schools were required to demonstrate to avoid possible consideration for registration review was a Performance Index of 98 in Elementary-Middle Level English, 85 in Elementary-Middle Level math, and 108 in high school English and mathematics.
