Office of Innovation and School Reform

The Office of Innovation and School Reform (OISR) is dedicated to supporting schools under Receivership to ensure all students have equitable access to high-quality instruction, programs and services that support the academic growth and social-emotional development of all students.
As part of our performance management and reporting framework, districts are required to submit quarterly progress reports. These reports are essential for tracking progress towards the Demonstrable Improvement (DI) Indicator targets and ensuring that data is used effectively to monitor, adjust, and refine the implementation of improvement plans. The information you provide will help the school and district community, the Commissioner, and the Board of Regents assess the extent of progress and the successful application of lead strategies.
Attached is the 2025-2026 Receivership School Quarterly Report #1 template, which districts must use to document and reflect on their progress. This template is designed to capture key trend data and evidence of the impact of strategies designed to achieve DI Indicator targets. Thorough, accurate, and reflective reporting is essential to ensure progress is clearly measured, documented and informs next steps in the improvement process. As outlined in the August 14, 2025, 2025-2026 Receivership Support: Expectations, Timeline, and Reporting (Guidance Memo), the period for activities to be included in the Quarter 1 Report is from July 23, 2025, to October 30, 2025. The deadline for submitting the Quarter 1 Report is October 30, 2025.
