Office of Innovation and School Reform
The Office of Innovation and School Reform (OISR) remains committed to providing a comprehensive system of support for schools under Receivership. Our goal is to promote continuous improvement across all schools, ensuring success for every student in a safe and supportive environment.
As part of this support system, OISR implements a performance management and reporting schedule. This includes the submission of four quarterly progress reports each academic year, along with the development and submission of a Continuation Plan prior to the start of the following school year.
Attached is the 2024–2025 Receivership Quarter 4 Report and 2025–2026 Continuation Plan Template. Districts should use this combined template to document and reflect on progress made during Quarter 4 and to outline a targeted plan for the 2025–2026 school year. The goal is to continue driving improvements in student outcomes and to meet or exceed Demonstrable Improvement Indicator (DII) targets through the implementation of key lead strategies. The completed document is due by July 21, 2025.
As you begin completing the template, please be aware that several sections have been updated. To support your work, a guidance document is attached that outlines the specific changes in each section. Additionally, a pre-recorded 2024-2025 Receivership Quarter 4 Report & 2025-2026 Continuation Plan Template and 2025-2026 SIG Expenditure Plan Application Webinar with aligned information is available as a resource.
New for the 2025–2026 school year is the integration of the Receivership School Improvement Grant (SIG) application and expenditure planning process into the Continuation Plan template. As part of this update, $200,000 in Targeted SIG funding will be allocated directly to schools under Receivership and will be combined with SIG Basic funding as a consolidated allocation in a single application. Additional details can be found within the application itself, as well as in the accompanying guidance document and pre-recorded webinar.
Please submit the completed 2024–2025 Receivership Quarter 4 Report and 2025–2026 Continuation Plan Template and SIG Grant Expenditure Plan to OISR@nysed.gov and copy your district’s OISR Associate. The completed template, Expenditure Plan, and SIG application should also be submitted to the Business Portal.
