The Office of Early Learning is pleased to announce the release of the allocations and applications for Statewide Universal Full-Day Prekindergarten (SUFDPK) recipients. Please note that the Division of the Budget has approved the 2020-21 SUFDPK allocations with the caveat that, because of State revenue losses due to the COVID-19 pandemic, payments of these grant funds could be reduced by a minimum of 20% in the absence of sufficient federal support for the State.

The application for the 2020-2021 Statewide Universal Full-Day Pre-K (SUFDPK) is now available to be completed online via the SED Monitoring and Vendor Performance System (MVPS). Application submissions are due by Friday, September 4, 2020.

The Office of Early Learning application, entitled 2020-2021 SUFDPK Application, can be accessed by logging onto the business portal at http://portal.nysed.gov. Once logged into the business portal, click on the SED Monitoring and Vendor Performance System link located in the My Applications section to access the SUFDUPK application.

Superintendents/CEOs may refer to the SEDDAS User Guide for further information on creating SEDDAS accounts for other staff or by contacting the SEDDAS helpdesk at: seddas@nysed.gov for further assistance.

For your convenience, we have developed the MVPS Quick Guide that provides instructions on how Superintendents/CEOs can entitle other district staff as users to the Office of Early Learning (OEL) portion of MVPS. It is important to note that Principals and all other designated staff have a district level SEDDAS account under the district BEDS code; otherwise, UPK application will not be accessible. For additional assistance with entitling SEDDAS account holders to access MVPS/OEL applications, please contact the SEDDAS helpdesk at seddas@nysed.gov.

In addition to completing the application in MVPS, grantees must submit one (1) original and two (2) copies of the FS-10 Proposed Budget to the address provided in the application postmarked by Friday, September 4, 2020

Please note that the SUFDPK application will not be processed until the FS-10 budget is received. A printed application mailed with the budget will not be accepted in place of the online submission of the application by the Superintendent/CEO. 

If the you do not intend to operate a SUFDPK program in the 2020-2021 school year, please notify the Office of Early Learning by sending an e-mail to oel@nysed.gov.
