Our grant runs July 2016 through June 2017. We are required to attend a conference in July 2017. Can we pay for the travel expenses out of the 2016-17 budget?

Consistent with the EDGAR requirements cited above, costs for travel in July 2017 would not be appropriate in a budget that ended in June 2017.   Costs for travel in July 2017 should be part of the July 2017–June 2018 budget.
