Seeking Applications: Regional Need for Preschool Programs located within New York City
As of April 17, 2018, the following regional need for preschool programs located within NYC has been updated as follows:
INTEGRATED CLASS PROGRAMS
ALL complete applications for Special Classes in Integrated Settings throughout New York City will be considered (including, but not limited to, bilingual classes). The following bilingual SCIS classes serving Preschool Students with Disabilities (PSWDS) are most needed:
BROOKLYN (Kings County)
- One full-day Integrated Class serving PSWDs from District 18.
- One full-day Integrated Class serving PSWDs from District 19.
- One full-day BILINGUAL YIDDISH Integrated Class serving PSWDs from Districts 14.
- One full-day BILINGUAL YIDDISH Integrated Class serving PSWDs from Districts 20, 21 and/or 22.
BRONX (Bronx County)
- Three full-day Integrated Classes serving PSWDs from Districts 9, 10, 11 and/or 12.
- Four full-day BILINGUAL SPANISH Integrated Classes serving PSWDs from Districts 9, 10, 11 and/or 12.
QUEENS (Queens County)
- Two full-day Integrated Classes serving PSWDs from the Rockaways in District 27 (due to the impending closure of On Our Way Learning Center)
- Two full-day Integrated Classes serving PSWDs from Districts 25 and/or 26.
- Three full-day Integrated Classes serving PSWDs from District 27.
- Two full-day Integrated Classes serving PSWDs from District 30.
- One full-day BILINGUAL SPANISH Integrated Class serving PSWDs from District 24. One full-day BILINGUAL SPANISH Integrated Class serving PSWDs from District 30.
MANHATTAN (New York County)
- Four full-day Integrated Classes serving PSWDs from Districts 1 and/or 2.
- One full-day Integrated Class serving PSWDs from District 4.
- Four full-day Integrated Classes serving PSWDs from District 6.
- One full-day BILINGUAL SPANISH Integrated Class serving PSWDs from District 4.
STATEN ISLAND (Richmond County)
- Two full-day Integrated Classes serving PSWDs from District 31.
SPECIAL CLASS PROGRAMS
A limited number of additional Special Classes (SC) serving Preschool Students with Disabilities (PSWDs) are needed as follows. Proposed classes must be located within New York City within a reasonable distance from the geographic district(s) where the identified population resides. This expanded need list reflects the closing of several programs/sites/classes effective July 1, 2018:
BROOKLYN (Kings County)
- Six full-day Special Classes with a 6:1+2 ratio serving PSWDs from Districts 15, 18, 19, 20, 21, and/or 22.
- Two full-day Special Classes with an 8:1+2 ratio serving PSWDs from Districts 19 and/or 20.
- Three full-day Special Classes with a 12:1+2 ratio serving PSWDs from Districts 20, 21 and/or 22.
- Two full-day Special Classes with a 12:1+2 ratio serving PSWDs from Districts 16 and/or 18.
- Three BILINGUAL YIDDISH Special Classes with a 6:1+2 ratio serving PSWDs from District 14.
- One BILINGUAL SPANISH Special Class with an 8:1+2 ratio serving PSWDs from District 13, 14, and/or 15.
- One BILINGUAL SPANISH Special Class with an 8:1+2 ratio serving PSWDs from District 32.
- One BILINGUAL SPANISH Special Class with a 12:1+2 ratio serving PSWDs from District 32.

- Two full-day Special Classes with a 6:1+2 ratio serving PSWDs from Districts 8, 9, and/or 11.
- Four full-day Special Classes with an 8:1+2 ratio serving PSWDs from Districts 8, 9, 10, 11 and/or 12.
- Five full-day Special Classes with a 12:1+2 ratio serving PSWDs from Districts 8, 9, 10, 11 and/or 12.
- One full-day BILINGUAL SPANISH Special Class with a 12:1+2 ratio serving PSWDs from District 8.
QUEENS (Queens County)
- Two half-day Special Classes with a 12:1+2 ratio serving PSWDs from the Rockaways in District 27 (due to the impending closure of On Our Way Learning Center)
- Three full-day Special Classes with aa 8:1+2 ratio serving PSWDs from the Rockaways in District 27 (due to the impending closure of On Our Way Learning Center)
- Three full-day Special Classes with a 12:1+2 ratio serving PSWDs from the Rockaways in District 27 (due to the impending closure of On Our Way Learning Center).
- Five full-day Special Classes with a 6:1+2 ratio serving PSWDs from Districts 24, 25 and/or 30.
- Five full-day Special Classes with an 8:1+2 ratio serving PSWDs from Districts 25, 27 and/or 30.
- Four full-day Special Classes with a 12:1+2 ratio serving PSWDs from Districts 24, 27 and/or 30.
- Two full-day BILINGUAL SPANISH Special Classes with an 8:1+2 ratio serving PSWDs from Districts 24, 25, 26, 27, 29, and/or 30.
- One full-day BILINGUAL SPANISH Special Class with a 12:1+2 ratio serving PSWDs from Districts 24, 28, 29, and/or 30.
- One full-day BILINGUAL BENGALI Special Class with a 12:1+2 ratio serving PSWDs from District 28.
- Two full-day BILINGUAL MANDARIN Special Classes with a 12:1+2 ratio serving PSWDs from District 25.
MANHATTAN (New York County)
- Two full-day Special Classes with a 6:1+2 ratio serving PSWDs from District 2.
- Two full-day Special Classes with a 6:1+2 ratio serving PSWDs from Districts 5 and/or 6.
- Two full-day Special Classes with an 8:1+2 ratio serving PSWDs from Districts 1, 2 and/or 3 (due to the impending closure of Gillen Brewer School’s Preschool Program).
- One full-day Special Class with an 8:1+2 ratio serving PSWDs from District 6.
- One full-day Special Class with a 12:1+2 ratio serving PSWDs from District 2.
- Two full-day Special Classes with a 12:1+2 ratio serving PSWDs from Districts 5 and/or 6.
STATEN ISLAND (Richmond County)
- Four full-day Special Classes with a 6:1+2 ratio serving PSWDs from District 31.
- Four full-day Special Classes with an 8:1+2 ratio serving PSWDs from District 31.
- Four full-day Special Classes with a 12:1+2 ratio serving PSWDs from District 31.
- One full-day BILINGUAL SPANISH Special Class with a 12:1+2 ratio serving PSWDs from District 31.
MULTIDISCIPLINARY EVALUATION (MDE) PROGRAMS
A limited number of additional bilingual MDE programs are needed as follows:
- BRONX – bilingual Spanish
- BROOKLYN – bilingual Arabic, Cantonese, Creole, and Mandarin
- MANHATTAN – n/a
- QUEENS – bilingual Albanian, Bengali, Farsi, Fulani, Fuzhounese, Greek, Japanese, Korean, Malayalam, Mandarin, Pashto, Spanish, Tagalog, Turkish, and Vietnamese
- QUEENS – specific to the Rockaways in District 27: English (due to the closure of On Our Way Learning Center)
- STATEN ISLAND – bilingual Russian and Sinhala
SPECIAL EDUCATION ITINERANT SERVICE (SEIS) PROGRAMS
A limited number of additional bilingual SEIS programs are needed as follows:
- BRONX – bilingual Spanish
- BROOKLYN – bilingual Cantonese, Mandarin, and Spanish
- MANHATTAN – bilingual Cantonese, Mandarin, and Spanish
- QUEENS – bilingual Cantonese, Mandarin, and Spanish
- STATEN ISLAND – bilingual Spanish
All applications will be considered as they are received and determined to be complete. For the regional need noted above, preference will be given to agencies currently approved to operate in NYC. All programs requesting consideration must be able to provide all services indicated on the students’ IEPs. This posting will be updated as classes are awarded to qualified applicants.
