State Operations

Special Revenue Funds

The Office of the Professions is responsible for oversight of the 38 professions covered by Title VIII of the Education Law, including the licensure and registration of more than 600,000 professionals currently licensed to practice in New York State. The Office has responsibility for investigating and prosecuting cases of professional misconduct in 35 of those 38 professions; for investigating allegations of illegal practice; and for administering the Professional Assistance Program, which offers the opportunity for rehabilitation of professionals impaired by alcohol or substance abuse. The Office also includes the Office of Professional Education Program Review, which is responsible for ensuring that professional programs in New York State leading to licensure meet appropriate educational standards; and, the State Boards for the Professions, which advise the Department and the Regents on matters of professional licensing, practice and conduct. The Office is funded by a special revenue account supported by licensure and registration fees paid by professionals regulated under Title VIII.

The Office of the Professions also administers the out-of-state foreign medical school evaluation account. This account is fully supported by fees and reimbursement received from foreign institutions requesting a program review.

Federal Funds

Through its Office of State Review, the Office of the Professions is responsible for reviewing decisions of locally appointed hearing officers with regard to identification, evaluation, program, and placement of pupils with disabilities. The Office of State Review is federally funded through the Individuals with Disabilities Education Act (IDEA).
