PROGRAM: Goals 2000: Educate America Act
DESCRIPTION:

The Goals 2000: Educate America Act is intended to improve the quality of education for all students through broad-based, long-term efforts at the national, state and local levels. The legislation supports state reform activities and encourages consortia, collaborative planning activities, and the participation of entire school communities.

Goals 2000 is a competitive grant opportunity to support initiatives at the local level to build the capacity for making the transition to the new State standards and assessments. It includes three funding categories: Local Improvement Planning and Implementation; Professional Development; and Preservice Teacher Education. Applicants may apply for funding under one or more categories.

Applicants are encouraged to be innovative in developing a proposal that will effectively improve teaching and learning as the new standards and assessment system are initiated. Broad-based community participation must be incorporated into the planning, implementation and evaluation processes. Programs funded under Goals 2000 must support the National Educational Goals, the New York State Strategy for Raising Standards and the School-to-Work Initiative. They must also show coordination between Goals 2000 funds and other State and federal funds.

PROGRAM: Homeless Education
DESCRIPTION:

The New York State Education Department provides the structure by which LEAs can offer the essential services needed for those children and youth who are homeless. These programs provide educational services, parent education, staff development and support services to homeless children and their families. Priority is given to those districts or consortia that emphasize collaboration between schools and agencies, schools servicing large numbers of homeless children in under-served communities and programs that supplement existing State reform initiatives.

PROGRAM: Incentive Grants - Improving Pupil Performance

PROGRAM: Job Training and Partnership Act-Title III (EDWAA)
DESCRIPTION:

New York State's enabling legislation for federal JTPA EDWAA funds, the Economic Dislocation Worker Adjustment Assistance (WAA), provides for an employer specific skills training program administered by the State Education Department. The Department receives funds through a Memorandum of Agreement with the State Department of Labor.

Through annual program guidelines and the integration of other State, federal, and/or local funds, education agencies collaborate with the 33 Substate Areas (SSAs) established under EDWAA. Funds provide tuition assistance for eligible dislocated workers to participate in employer specific short-term occupational skill training in demand occupations consistent with the Substate Area Plan. The funding for this program is capped by the State WAA legislation, at the same amount annually.

Objectives of the program are placement in unsubsidized employment from retraining; transfer to other JTPA programs; and entered non-JTPA training.

Agencies eligible to apply for EDWAA funding include all public education agencies and those education agencies that are licensed, registered or otherwise officially approved by the State Education Department for the purposes of this program.

NOTE: Funds must be matched at a minimum 1:1 level with any federal or state funds.

PROGRAM: Learning Technology
DESCRIPTION:

The Learning Technology Program provides funds for learning technology programs, including services benefiting nonpublic school students. Activities under the program are used to implement the new reforms in curriculum, instruction, assessment, and restructuring as part of New York State's educational reform initiatives and, specifically, in the recommendations of the Regents Curriculum and Assessment Council. Important contexts for guiding the proposed activities are the "vision of the future" roles of learning technology and networking outlined in the Federal Goals 2000 Educate America Act, a national blueprint for educational reform and the "Guidelines for Instructional Technology Planning and Application".

PROGRAM: Limited English Proficiency (LEP) Aid
DESCRIPTION:

Under the State LEP Aid program, funds are made available to public school districts to implement programs for limited English proficient students that are consistent with EL 3204 and CR Part 154. School districts interested in claiming State LEP Aid must submit to the Department a three-year Comprehensive Plan outlining the procedures to be followed to identify eligible LEP students. The Plan must also provide an overview of the district's procedures for providing LEP students with programs to meet their educational needs; for the delivery of instructional services; for testing and evaluating students' academic and linguistic progress; for the involvement of parents; and, for ensuring that staff involved in the program hold appropriate State certification.

State LEP Aid represents an additional 16 percent apportionment of State Aid for each LEP student served through an approved Comprehensive Plan.

Currently, approximately 400 school districts have approved Comprehensive Plans under the State LEP Aid program.

PROGRAM: Magnet Schools Program
DESCRIPTION:

Magnet schools offer a special curriculum capable of attracting substantial numbers of students of different racial backgrounds. This program provides for the maintenance, development, and expansion of magnet schools within districts for the purpose of preventing, reducing, and eliminating racial isolation and encouraging voluntary desegregation.

PROGRAM: NSLA Special Milk Program
DESCRIPTION:

This program is available to schools that do not participate in the National School Lunch and School Breakfast Programs and children in half-day pre-K and half-day kindergarten classes who are in schools with the National School Lunch and School Breakfast Programs, but who do not have access to the programs. The subsidy per 8 ounces of milk keeps milk costs lower to families and helps farmers by encouraging the consumption of milk.
