School District Reorganization and Regionalization of Services

Program Office/Description: 

The Office of Educational Management Services provides technical assistance and oversight regarding the management of New York State school districts and BOCES and their use of education resources. Specific areas of responsibility include district management services, pupil transportation, BOCES, school district organization, contracts for excellence, district budget data and regents state aid proposal development.

The Assignment (Description of Job): 

Assistance is needed to research, summarize, and organize information on school district reorganization and regionalization. Activities will include reading and researching statute, regulation, and policy and procedural guidance around school district organization, reorganization, and regionalization of educational services and operations. Areas of focus are: feasibility of shared facilities, regionalized pupil transportation, BOCES and other shared services, and any potential impacts on State Aid. Work products will be utilized in the Department's discussions and investigations into regional education practices, especially in rural and economically disadvantaged areas of the State.

The successful candidate will interact and communicate with various program offices and administrative areas within NYSED, gaining professional communication, presentation, research, and organizational skills. Additionally, the successful candidate will obtain a working knowledge of policymaking in New York State, including developing practical guidance to help ensure successful roll-out to stakeholder groups and organizations.

Desired Skills, Abilities, & Educational Background: 

Candidates should be familiar with MS Office applications, including Excel and PowerPoint. Candidates should be interested in Public Policy and Practice, in pursuit of  advanced degrees in policy (MPA, MPP), or undergraduate degrees in education policy, social sciences, political science, economics and/or sociology.


Candidates must be available to work at the State Education Building Tuesdays, Wednesdays, and/or Thursdays, up to 20 hours per week. Candidates are able to work remotely only on Mondays and/or Fridays.
