Vocational Rehabilitation Counselor, Grade 19 (PEF)
The New York State Education Department’s Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking candidates for Vocational Rehabilitation Counselor positions in the White Plains, Buffalo and Bronx District Offices and the Middletown Satellite Office. These offices assist persons with disabilities to attain employment, educational, and/or independent living goals. Duties of these positions include, but are not limited to, the following:
- Manage a caseload, including writing case notes and maintaining supporting documentation;
- Determine eligibility;
- Develop employment goals and Individualized Plans for Employment;
- Purchase goods and services as needed for individuals to reach their employment goals;
- Coordinate the resources of the family, community, and specialists; and
- Determine case closure.
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Vocational Rehabilitation Counselor.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Vocational Rehabilitation Counselor. If you are on the Civil Service eligible list for Vocational Rehabilitation Counselor, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in either of the following titles: Vocational Rehabilitation Counselor (Spanish Language) or Vocational Rehabilitation Counselor (Manual Communications).
55b/c Appointment: This position is eligible for 55b/c designation and are subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.
NOTE: The Vocational Rehabilitation Counselor is a continuous recruitment examination. To qualify for the examination, you must have a current Commission on Rehabilitation Counselor Certification (CRCC) certificate OR a master's degree in rehabilitation counseling, including a supervised internship from a Council on Rehabilitation Education (CORE) accredited program OR a master's degree in rehabilitation counseling or counseling and notice of eligibility to sit for the CRCC certificate examination.

Employees of ACCES-VR who are currently in a Vocational Rehabilitation Counselor position and are interested in transferring to a location listed on this flyer MUST apply for the position as outlined in the Application section of this flyer.
The following position will be a contingent-permanent appointment: ACS-2534/43447 (Buffalo). The following positions will be permanent appointments: ACS-2533/46019 (White Plains), ACS-2535/45231 (Bronx), ACS-2536/44036 (Middletown), ACS-2537/43423 (Buffalo). Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or Commission on Rehabilitation Counselor Certification will be required at the time of interview for all candidates. These positions will require 40% Statewide travel.

* Leads to a maximum salary of $80,429 based on annual performance advances.
** Plus $3,026 annual Downstate adjustment.
