Training Specialist 2, Grade 23 (PEF)

The New York State Education Department’s (NYSED) Office of Human Resources Management (OHRM) is seeking candidates to fill a Training Specialist 2 position.  The OHRM provides personnel services, staff development, labor relations and employee benefits to staff in various diverse program areas within the Education Department, including the Office of Education Policy (including P-12 and Higher Education), the Office of Adult Career and Continuing Education Services, the Office of the Professions, the Office of Cultural Education, the Office of Performance Improvement and Management Services, and the Office of the Chief Financial Officer and Executive.  Under the direction of the Associate Director Human Resources 3, the incumbent will assist in the development, management, and coordination of the training program within NYSED.  Duties of this position include, but are not limited to, the following:

  • Oversee and administer the training program for the Department and coordinate with management to maintain overall compliance;
  • Build, maintain and adapt existing curriculum to meet the Department’s training needs;
  • Assist and coordinate with agency leadership, managers and supervisors in development of training requests for all new and existing staff;
  • Develop an annual training calendar;
  • Plan, organize, develop and implement various types of training curriculum to include in-person presentations, webinars, video conferences, online training and recording;
  • Review course outlines, lesson plans, and instructional methods to determine if they meet training objectives;
  • Present training courses dealing with complex and specialized material;
  • Approve specific programs and courses, prepared by training staff to meet established training objectives;
  • Review evaluation of courses by participants to identify improvement opportunities for content delivery and to meet the needs of target audiences;
  • Oversee the rollout of the Statewide Learning Management System (SLMS) to Department staff;
  • Responsible for maintenance of the Department content and course catalog in the SLMS;
  • Review SLMS invoices for accuracy and recommend approval or disapproval;
  • Oversee the planning, coordination and execution of the Department’s employee recognition programs;
  • Periodically review performance of staff by observing teaching techniques and reviewing participant evaluations; and
  • Supervise and mentor staff as assigned.
Minimum Qualifications: 

Reassignment:  One year of permanent competitive or 55b/c service as a Training Specialist 2.

Eligible List Appointment: Candidates who are reachable on the Training Specialist 2 eligible list may be considered for appointment.

Section 70.1 Transfer: One year of permanent competitive or 55b/c service as a Coordinator Equipment Operator Instruction, Public Information Specialist 2, or Public Participation Specialist 2.

Section 52.6 Transfer: One year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.

Eligible List Appointment: Candidates who are reachable on the Training Specialist 2 eligible list may be considered for appointment.

Non-competitive Promotion: If there are three or fewer qualified candidates, a permanent appointment may be made as a non-competitive promotion pursuant to Section 52.7 of the Civil Service Law. To qualify, candidates must have one year of permanent competitive or 55 b/c service as a Training Specialist 1, SG-18.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the New York State Education Department of our intention to conduct a non-competitive promotional examination for a Training Specialist 2, SG-23, in Albany. A permanent appointment may be made by non-competitive promotion of an applicant who meets the position's minimum qualifications, if a non­competitive examination is approved by the Department of Civil Service.

*Leads to a maximum salary of $92,693 with annual performance advances.

This will be a permanent appointment.  Promotions and transfers may change appointee’s negotiating unit.  Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
