Employment Specialist for Individuals with Disabilities 2, Grade 24 (PEF)

(Open to current NYS employees only)

The New York State Education Department’s Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking candidates for an Employment Specialist for Individuals with Disabilities 2 position in the Utica District Office. This Office assists persons with disabilities to attain employment, educational, and/or independent living goals.  Duties of this position include, but are not limited to, the following:

  • Develop and implement regional employment-marketing activities to expand and expedite job opportunities for ACCES-VR consumers; 
  • Implement regional marketing initiatives that complement local marketing plans for offices within their region and State marketing plans;
  • Develop job opportunities and communicate job leads, marketing concepts, and labor-force information to the Employment Specialist for Individuals with Disabilities 1s (ESID 1s) in their region; and
  • Work closely with the ESID 1s in their region to develop a plan for working with Vocational Rehabilitation Counselors and job-ready ACCES-VR consumers to identify employment opportunities and ensure successful employment outcomes.
Minimum Qualifications: 

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Employment Specialist for Individuals with Disabilities 2.

Eligible List Appointment: Candidates must be reachable on the Employment Specialist for Individuals with Disabilities 2 Civil Service eligible list.  If you are on the Civil Service eligible list for this title, you may receive a canvass letter.  You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service as a Senior Vocational Rehabilitation Counselor.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered.  For non-permanent provisional appointment, candidates must have one year of permanent competitive or 55b/c service as an Employment Specialist for Individuals with Disabilities 1.  Provisional candidates must take the examination for Employment Specialist for Individuals with Disabilities 2 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

NOTE: Employees of ACCES-VR who are currently in an Employment Specialist for Individuals with Disabilities 2 position and are interested in transferring to this location MUST apply for the position as outlined in the Application section of this flyer.

Conditions of Employment: 

This will be a permanent appointment or a non-permanent provisional appointment.  Provisional candidates must take the examination for Employment Specialist for Individuals with Disabilities 2 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.  Promotions and transfers may change appointees’ negotiating unit.  Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

* Leads to a maximum salary of $97,448 based on annual performance advances.
