Education Trainee 1, NS (Equated to SG-11)

The New York State Education Department’s (NYSED) Office of the Chief Financial Officer is seeking candidates for an Education Program Assistant 1 position in the Rate Setting Unit (RSU). This Unit is responsible for developing reimbursement rates for approved providers of special education programs for preschool and school age students with disabilities. The incumbent of this position will assist in the processing of payments from school districts and counties. Duties of this position include, but are not limited to, the following:

  • Assist higher-level staff in professional activities such as implementing, regulating, and maintaining programs within RSU, including developing data and evaluating applications;
  • Assist staff within the RSU to establish special education tuition rates for approved programs educating students with disabilities, ages 3 to 21 years old;
  • Provide technical assistance to approved preschool and school age special education providers, stakeholders, RSU and P-12 staff;
  • Performs updates to Unit website;
  • Maintains unit inventory and oversees requisition of office supplies;
  • Liaison with human resources for unit personnel needs;
  • Coordinate several interoffice processes;
  • Maintain financial data and other critical records; and
  • Prepare reports and correspondence as needed.
Minimum Qualifications: 

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 1.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.4 Transfer to Education Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-09 or higher AND have standing on the Public Career Opportunities (PCO) or Public Administration Trainee Transition (PATT) eligible lists AND possess a bachelor’s degree.

Section 70.4 Transfer to Education Program Assistant 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Program Assistant 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-13 or higher AND have standing on the Public Career Opportunities (PCO) or Public Administration Trainee Transition (PATT) eligible lists AND possess a bachelor’s degree.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Conditions of Employment: 

This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Education Program Assistant 1, SG-14. The salary for candidates appointed to Education Trainee 1 starts at $38,464 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

*Leads to a maximum salary of $58,028 based on annual performance advances.
