Education Finance Specialist Trainee 1, NS (Equated to SG-13)

The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Education Finance Specialist 1 position in the State Office of Religious and Independent Schools (SORIS). This Office is responsible for assisting religious and independent schools with school formation, recognition, registration and, where necessary, closure. The Office also manages several federal and State programs that provide funding and/or services to the schools.  Duties of this position include, but are not limited to, the following:

  • Provide technical assistance to school districts and religious and independent schools regarding local responsibilities for the state instructional materials loans programs;
  • Provide support for the provision of state-level equitable services under federal programs;
  • Manage and review vendor contracts, MOU’s, fiscal management forms, and expense vouchers consistent with Department regulations and guidelines;
  • Interpret records, data, printouts, and prepare statistical and fiscal analyses pertinent to the nonpublic school programs;
  • Assist with the tracking and review of claims under the state programs for religious and independent schools (Academic Intervention Services; Nonpublic Safety Equipment; Math, Science and Technology Program); 
  • Work with information technology staff to identify and document the system requirements necessary to upgrade the existing system that supports the nonpublic school programs; 
  • Prepare pertinent analyses, such as cost/benefit analysis, systems alternatives analysis or alternative problem solutions analysis; and
  • Serve the needs of the diverse independent school community in a supportive and respectful manner.
Minimum Qualifications: 

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 1.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. If you are on the Civil Service eligible list for this title, you may receive a canvass letter.  You must complete and return it as instructed on the letter.

Section 70.1 Transfer to Education Finance Specialist 1: Candidates must have one year of permanent competitive or 55 b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Section 70.1 Transfer to Education Finance Specialist Trainee 1:  Candidates must have one year of permanent competitive or 55 b/c service in a title SG-11 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.  For information regarding the transfer options of your current title, please visit the Civil Service Career Mobility Office Website.

Section 70.4 Transfer to Education Finance Specialist 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Finance Specialist 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-16 or higher AND have a bachelor’s degree AND have standing on the Professional Career Opportunities (PCO) eligible list or the Public Administration Traineeship Transition (PATT) eligible list.

Section 70.4 Transfer to Education Finance Specialist Trainee 1: Candidates may be eligible for nomination for Section 70.4 transfer to Education Finance Specialist Trainee 1 if they possess a bachelor’s degree AND have one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or the Public Administration Traineeship Transition (PATT) eligible list.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Conditions of Employment: 

This will be a contingent permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or work experience will be required at the time of interview for all candidates

This position may be filled as a traineeship. The salary above applies to candidates appointed to Education Finance Specialist 1, SG-18. The salary for candidates appointed to Education Finance Specialist Trainee 1 starts at $45,617 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

All SED employees must be vaccinated against COVID-19 or submit to mandatory weekly testing for COVID-19.
