Auditor Trainee 1, NS (Equated to SG-14)
The New York State Education Department’s Office of Education Policy is seeking candidates for an Auditor 1 position in the Office of Child Nutrition. This Office is responsible for providing technical assistance and performing field inspections of schools, sponsors, and residential child care institutions participating in the School Breakfast, School Lunch, and Summer Food Service Programs to ensure compliance with State and federal regulations, including the Healthy, Hunger-Free Kids Act of 2010. Duties of this position include, but are not limited to, the following:
- Review the National School Lunch Program regulations, guidance and all other information applicable to the audit process to remain current and to ensure professional working knowledge and understanding of all fiscal requirements for federal Child Nutrition Programs;
- Review school food authorities (SFA) financial documentation to ensure all costs are reasonable and necessary;
- Alert program reviewers of potential risks on the Resource Management Review Tracker;
- Provide technical assistance to SFAs and field staff;
- Recommend necessary follow-up actions associated with claims and correspond with the Reimbursement Unit to report irregularities; and
- Assist in the administration of grants, data collection and special program initiatives.
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Auditor 1 or Senor Auditor.
Eligible List Appointment: Candidates who are reachable on the Professional Career Opportunities (PCO) Select Job Titles eligible list may be considered for appointment. Section 70.1 Transfer to Auditor Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-12 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Candidates must also possess 24 semester credit hours in accounting, auditing, or taxation courses. Section 70.1 Transfer to Auditor 1: Candidates must have one year of permanent competitive or 55b/c service in a title salary grade 16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Transfer candidates must possess 24 semester credit hours in accounting, auditing, or taxation courses. Section 70.4 Transfer to Auditor Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Auditor Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-12 or higher AND have standing on the Professional Career Opportunities Select Job Titles eligible list AND possess a bachelor’s degree and 24 credit hours in accounting, auditing or taxation courses.
This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position will require frequent overnight travel (30% of assignment).
This position may be filled as a traineeship. The salary above applies to candidates appointed to Auditor 1, SG-18. The salary for candidates appointed to Auditor Trainee 1 starts at $45,455 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.
