Associate Administrative Analyst, Grade 23 (Management/Confidential)

The New York State Education Department’s (NYSED) Office of Human Resources Management (OHRM) is seeking candidates to fill an Associate Administrative Analyst position.  The OHRM provides personnel services, staff development, labor relations and employee benefits to staff in various diverse program areas within the Education Department, including the Office of Education Policy (including P-12 and Higher Education), the Office of Adult Career and Continuing Education Services, the Office of the Professions, the Office of Cultural Education, the Office of Performance Improvement and Management Services, and the Office of the Chief Financial Officer and Executive.  Under the direction of the Associate Director Human Resources 3, the incumbent will coordinate administrative analysis activities within OHRM.  Duties of this position include, but are not limited to, the following:

  • Plan and organize OHRM projects assigned for analysis and study, including tracking of COVID data, staffing requests, leave tracking, reasonable accommodation tracking and labor relations data; 
  • Conduct analysis of OHRM reporting schedule, manage database development and usage, coordinate the response to FOIL requests, information requests and records requests and provide oversight of posting procedures;
  • Deploy, configure, maintain, and assist in developing and planning database needs, usage and reporting;
  • Ensure OHRM forms are accessible, create new forms and make edits to existing forms based on changes in workflow, or updates to policies, procedures, rules and regulations;
  • Communicate with OHRM work units on data needs and design databases to meet data and reporting needs;
  • Review subordinate work to ensure compliance with reporting schedules and project objectives, and for accuracy, completeness and soundness of recommendations;
  • Provide technical guidance and direction to staff and suggest corrective measures to ensure efficient workflow and internal processes;
  • Supervise Senior Administrative Analysts and assign tasks to staff, including administrative support staff, to support management and organizational studies and surveys; and
  • Perform other duties as assigned.
Minimum Qualifications: 

Reassignment: One year of permanent competitive or 55b/c service as an Associate Administrative Analyst.

Section 70.1 Transfer: One year of permanent competitive or 55b/c service as a Higher Education Services Program Analyst 3.

Section 52.6 Transfer:  One year of permanent competitive or 55 b/c service in a title SG-21 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.

Eligible List Appointment:  Candidates who are reachable on the Associate Administrative Analyst eligible list may be considered for appointment. 

NOTE:  If you are on the Civil Service eligible list for this title, you may receive a canvass letter.  You must complete and return it as instructed on the letter.

Conditions of Employment: 

This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit.  Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

*Leads to a maximum salary of $100,342 based on annual performance advances.
