The New York State Education Department’s Office of Education Policy is seeking candidates to fill the position of Assistant Commissioner of the Office of Bilingual Education and World Languages (OBEWL).  This Office provides support and technical assistance to districts, charter schools, non-public schools and other organizations in the development, implementation and evaluation of programs for English Language Learners (ELLs), as well as to foreign language students within the State’s P-16 initiative.  The incumbent of this position will supervise the design and execution of policy and systemic initiatives that have significantly increased services for ELLs and their families in New York State.  Duties of this position include, but are not limited to, the following:

  • Lead and supervise OBEWL team in strategic planning and implementation of initiatives to comprehensively meet the educational needs of ELLs;
  • Oversee development and issuance of related Requests for Proposals (RFPs) and Memoranda of Understanding (MOUs) to contract with partner agencies to advance the educational needs of ELLs;
  • Supervise the evaluation of and reporting on the performance of State and local programs;
  • Act as the Department’s liaison with local schools, administrators, teachers, parents and other educational organizations;
  • Prepare major policy papers and studies related to Department initiatives;
  • Provide leadership in the creation, implementation, and enforcement of Department regulations and other laws that ensure immigrant students’ access to public education, and protect the rights of ELLs, including continued implementation and guidance documents;
  • Work with Department senior leadership to develop and implement statewide policies, practices, and procedures to boost student achievement, and collaborate with other Department offices to issue guidance and provide professional learning opportunities to the field;
  • Oversee and lead federal Title III Audits and Part 154 regulatory reviews for districts statewide to ensure educational equity for ELLs and a pathway to academic success;
  • Coordinate and conduct strategic planning between the US Department of Education and the Department, and supervise budget maintenance, controls, and reporting in compliance with federal regulations;
  • Oversee annual budget proposals for the State legislature to promote the success of the State’s ELL population and their educators;
  • Provide oversight, guidance and vision to eight Regional Bilingual Education Resource Networks (RBERN) created pursuant to RFPs;
  • Oversee implementation of a language proficiency growth model for ELLs, as well as provide support for schools and districts in understanding and utilizing the model including via graphic user interface to visualize data related to the growth model;
  • Lead ELL District Leadership Councils composed of local leaders regarding challenges, opportunities, and solutions, as well as develop resources based on best practices at the district level to disseminate statewide;
  • Lead strategic efforts to build partnerships with institutions of higher education to increase the number of Teachers of English as a Second Language (TESOL) and Bilingual certified teachers;
  • Lead partnerships among community-based organizations and advocacy groups to increase parent empowerment and build their advocacy capacity;
  • Provide guidance and leadership to revise the State’s Languages Other Than English (LOTE)/World Language standards, and provide professional learning opportunities to support and build capacity for World Languages teachers; and
  • Collaborate with the Office of State Assessment to create guidance for LOTE/World Languages assessments as partial fulfillment for the New York State Regents Diploma.
Minimum Qualifications: 

Candidates must have a master’s degree or higher and have relevant senior level leadership and management experience including a record of proven results and responsibility for a major complex office or institution of higher education, education or government.

Conditions of Employment: 

This position is in the exempt class and the incumbent will serve at the discretion of the Commissioner of Education.  Filling of this position is contingent on Division of the Budget approval.
