Administrative Specialist Trainee 1, SG-NS (Equated to SG-13)

The New York State Education Department’s (NYSED) Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking candidates for an Administrative Specialist 1 position in the Mid-Hudson District Office finance unit.  The finance units in ACCES-VR’s 15 District Offices have responsibility for processing authorizations for services, voucher payments, maintenance and transportation checks, and the bidding process.  Duties of this position include, but are not limited to, the following:

  • Ensure proper processing of voucher payments, contract payments, and transportation payments;
  • Implement internal controls and ensure fiscal accountability with internal stakeholders and service providers;
  • Act as the liaison for the District Office with other NYSED departments, including Facilities Management and Fiscal Management;
  • Oversee the District Office’s building needs through interactions with landlords, payment of utilities, and other transactions;
  • Supervise lower-level professional and clerical staff; and
  • Perform additional duties as assigned.
Minimum Qualifications: 

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Administrative Specialist 1.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. If you are on the Civil Service eligible list for this title, you may receive a canvass letter.  You must complete and return it as instructed on the letter.

Section 70.1 Transfer to Administrative Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-11 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.  For information regarding the transfer options of your current title, please visit the Civil Service Career Mobility Office Website.

Section 70.4 Transfer to Administrative Specialist Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Administrative Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or above AND have standing on the Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list AND possess a bachelor’s degree.

Section 70.4 Transfer to Administrative Specialist 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Administrative Specialist 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-16 or above AND have standing on the Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list AND possess a bachelor’s degree.

Section 52.6 Transfer to Administrative Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-16 or above eligible to transfer under Section 52.6 of the Civil Service Law.  For information regarding the transfer options of your current title, please visit the Civil Service Career Mobility Office Website.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Note: Employees of ACCES-VR who are currently in an Administrative Specialist 1 position and are interested in transferring to the location indicated on this flyer MUST apply for the position as outlined in the Application section of this flyer.

Conditions of Employment: 

This will be a contingent-permanent appointment.  Promotions and transfers may change appointees’ negotiating unit.  Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.  Verification of degree will be required at the time of interview for all candidates.  Regional travel to vendors and satellite offices is required frequently (20% of assignment).  Statewide travel to attend mandatory meetings and training is required occasionally (5% of assignment).

This position may be filled as a traineeship.  The salary above applies to candidates appointed to Administrative Specialist 1, SG-18.  The salary for candidates appointed to Administrative Specialist Trainee 1 starts at $45,617 plus $1,513 Mid-Hudson Adjustment and for current New York State employees, is based on the candidate’s salary at the time of hire.  Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary. 

All SED employees must be vaccinated against COVID-19 or submit to mandatory weekly testing for COVID-19.

* Leads to a maximum salary of $76,387 based on annual performance advances.

** In addition to the listed base salary, this position receives a $1,513 Annual Mid-Hudson Adjustment.
