New York State Education Department ESEA Title II Part B Mathematics and Science Partnership Program

Purpose of Funding: The Mathematics and Science Partnerships (MSP) program is a competitive grant program intended to increase academic achievement of students in mathematics and science by supporting and enhancing the content knowledge and instructional practices for teachers of mathematics and science. Partnerships between high-need school districts and the science, technology, engineering, and mathematics (STEM) departments in institutions of higher education are at the core of an innovative comprehensive systems approach to improve efforts for teaching and learning in mathematics and science.

Program Purpose and Overview: Title II, Part B of the Elementary and Secondary Education Act (ESEA) legislation authorizes a Mathematics and Science Partnerships (MSP) competitive grant program. The overarching purpose of this grant program is to improve the academic achievement of students in mathematics and science through partnerships that enhance the teaching of elementary and secondary teachers of mathematics and science (P-12). Through partnerships between local school districts and institutions of higher education, teachers participate in professional development opportunities that strengthen educator effectiveness through a comprehensive systemic approach to increase content knowledge, instructional practices and pedagogy in the mathematics and science subject areas.

The emphasis of ESEA, Title II, Part B - Mathematics and Science Partnerships is to encourage partnerships between high-need school districts and the science, technology, engineering, and/or mathematics (STEM) departments in institutions of higher education to provide focused professional development opportunities that engage teachers through innovative teaching and learning models and methods in mathematics and science from reliable, scientifically-based or evidence-based research as a means of improving student academic performance and achievement on local, state, national, and international assessments in these content areas.
